Translation: ''Finding ourselves in emigration, His Imperial Highness Grand Duke Kyril Wladimirovich published on July 26, 1922, a manifesto in which he stressed that he considered the death of Emperor Nicholas Alexandrovich unproven and that he relied exclusively on the decision of the Russian assembly of Zemstvos to proclaim Grand Duke Kyril Wladimirovich legitimate. In his manifesto he declared that he accepted the duties of the guardian of the throne. And that he recognized His Imperial Highness Grand Duke Nikolayevich as the commander-in-chief of the unified Russian army. The Russian assembly fully shared the aristocratic convictions of Grand Duke Kyril Wladimirovich on the subject of the fate of Russia and the imperial throne and immediately began to recognize the manifesto of July 26, 1922. However, two years after the publication of the manifesto, Grand Duke Kyril Wladimirovich proclaimed himself Emperor and issued an order to take the oath of office.
